INITIATIVES
High Density Plantation (Apple) Scheme
High Density Plantation Programme has been formulated.
Funding pattern 50:50 (Govt : Farmer)
Plan to cover an area of 50 Ha’s in phase-I (2016-2017).
40 Ha’s under private sector and 10 Ha’s under public sector.
1.21 lacs plants imported and planted for post entering Quarantine conditions.
67 beneficiaries (803 kanal land) identified in 10 Districts.
Fields/Land being prepared for planting.
2.22 lac clonal root stock worth Rs. 1.72 crore imported from Netherland for multiplication.
Clonal root stock planted at following locations:
1.62 lacs at ACHD, Zainapora Shopian.
0.10 lacs at CITH, Rangreth Budgam.
0.50 lacs at SKAUST, Kashmir.
Centers of Excellence
Two Centers of excellence (CoE), one at Jammu and other at Kashmir are being established.
These Centres Shall have facilities for production of high quality fruit plants, micro irrigation, high-tech greenhouse technology, Tissue culture labs, bio-control labs and weather forecasting units etc.
These Centers will showcase and disseminate innovative technologies for preserving germ-plasm and multiplication of improved and high yielding varieties etc.
Rejuvenation/Plant Replacement
A major challenge in the Horticulture sector is rejuvenation of old orchards.
Replacement of old/senile/flood affected orchards by High Density Plants under PMDP.
Nurseries are being upgraded to ensure the availability of quality plant material
Infrastructure
Establishment of Cold Store/CA Stores under PPP mode in Terminal/ Satellite Fruit & Vegetable Markets in 1st phase.
Two mobile Soil Testing Labs, one stationed at Anantnag and other at Baramulla have been pressed into services which are catering to the requirement of Southern and Northern districts of Kashmir Valley.
One mobile Testing Lab stationed at Jammu for catering to Jammu Province requirements.
One Pesticide Testing Lab each for Jammu and Srinagar are being established.
Additional accommodation at Kissan Ghar, Jammu & New Delhi are under construction

Walnut Production/Sales and problems being faced
Walnut growers/traders facing stiff competition due to liberal imports from other countries especially California (USA).
A committee headed by Vice Chancellor SKUAST, Kashmir constituted to suggest short term/long term measures.
Villages
The Department is establishing two Mango villages, one apple village, one Apricot village and Two Peacanut Villages.
The Department is focusing on development of the sector by way of rejuvenation, High Density Plantation, mechanization to increase the production, productivity, improvement in quality and also to provide best marketing infrastructure to the growers/farmers and traders within and outside the State.

Horticulture Sector
The Horticulture sector plays an important role in the State and being the important source of State Economy and also source of livelihood for substantial portion of the population of the J&K State.
About more than seven lakh families are directly or indirectly involved and depended on the Horticulture Industry. J&K State has been declared as Agri Export Zone for Apple and Walnut Horticulture Produce.
Horticulture is the important source of GDP on account of the fact that against the production of 1.83 MTs in 1972-73 the production has risen to the level of 24.94 LMTs which raised the turnover of Rs. 6000.00 crores approximately during 2015-16.
The funds are allocated to the department under State Plan (CAPEX Budget) and Centrally Sponsored Schemes (CSS).
In State Plan activities under CAPEX in respect of Horticulture Sector
Maintenance of Departmental nurseries /orchards by provision of inputs like fertilizers/budding grafting material, seed, seedling etc.
Nursery Registration and supply of scion/bud wood to the nurseries.
To provide material cost to meet convergence under MGNREGA.
Maintenance of State Houses
Chemicals and equipments for Canning centers.
Training courses in art of fruit and vegetable preservations.
Mobile demonstrations for in art of fruit and vegetable preservations

Setting up of Testing Laboratory (Soil/Pesticides and Fungicides)
One Soil Testing Laboratory has been established by Agriculture Production Department at Shopian and functionalized during February 2016.
Two mobile Soil Testing Labs has been pressed into service. One is stationed at Anantnagand other at Baramulla to cater to the requirement of Southern and Northern districts.
A Detailed Project Report for establishment of Pesticide Testing Laboratory has been received and posed for funding to Planning, Development and Monitoring Department.
The Department collects samples of pesticides, fungicides and send for testing to various laboratories within the State as well as outside for testing.
Department has delegated powers of pesticide inspector to the HDOs in their respective jurisdictions.
Tourism policy
The Government has chalked out a strategy to position Union Territory of Jammu and Kashmir as leading global tourist destination by 2025 and Tourism Department is expecting to attract average investment of Rs 2000 crore per year besides generation of employment for about 50,000 people per year.
As per the latest Economic Survey, J&K Tourism Policy, which was formulated in the year 2020, is a holistic framework for sustainable and responsible growth of tourism sector and aims at improving the conditions for tourism development, supporting tourism industries, strengthening tourism-support functions and developing tourism sub-sectors.
“The policy has been prepared with the objective of positioning tourism as a major engine of economic growth and to harness its direct and multiplier effects for employment and poverty eradication in an environmentally sustainable manner”, the Survey said, adding “the policy aims to generate employment for approximately 50,000 people per year. Moreover, there is an expectation to attract average investment target of Rs 2000 crore per year for next 5 years”.
Stating that steps taken by the Tourism Department have started yielded positive results, the Survey said that the highest ever arrival of tourists to Kashmir during 2022 was about 27 lakh as compared to previous highest of 13 lakh in 2016, adding “J&K has a total room capacity of 58,100 with bed capacity of 1,24,196 (including Government and private sector) and home-stays are being encouraged and tented accommodations are being developed to add the capacity”.
“Tourism Department endeavours to make tourism in UT of J&K an enriching experience for the tourists, increase livelihood opportunities of the people of J&K and also to position itself as a leading global destination by the year 2025 by making it a destination that is natural in its environs, global in standards, modern in outlook, traditional in hospitality, mystical in sensibilities and entertaining in experience”, Economic Survey said.
“A roadmap has been drawn to achieve the objectives/vision in tourism sector and enough attention is being paid towards development of tourism infrastructure, development of lakes and wetlands, new Tourist Circuits and seasonal tourism, development/ promotion of off-beat destinations, improved accessibility to the destinations and marketing/ promotional tools, human resources development and capacity enhancement, sustainable tourism and carrying capacity, Public Private Partnership for development of tourism infrastructure and safety and security management etc”, the Economic Survey said.
The Tourism Department has chalked out the policy to achieve the desired results by focusing on high class tented accommodation, five star hotels, skiing products, adventure activities, eco-tourism parks, golf tourism and wellness tourism.
Stating that new destinations/ areas are being promoted by way of infrastructure facilities to bring them on the tourism map of the UT, the Survey said that the Tourism Department under Swadesh Darshan 2.0 has submitted the UT’s Perspective Plan to the Ministry of Tourism for Bhaderwah (for adventure/eco-tourism), Wullar (water adventure), Surinsar (lake tourism), Doodhpathri (eco tourism) and Basohli (adventure tourism).
“Government is enhancing J&K’s brand image by using sustained and effective marketing with special focus on information technology intervention and to standardize the establishment of tourism products and services by way of establishment and installation of eco-friendly infrastructure”, Economic Survey said.
Moreover, enough thrust is being laid on developing potential emerging markets through targeted marketing strategies and to enhance economic prosperity of Jammu and Kashmir, simplification of procedure of registration and renewal of tourist units through Single Window Clearance mechanism for Ease of Doing Business besides encouraging a strong and sustainable private sector participation in creation of tourism infrastructure especially Public Private Partnership (PPP).
Further all out efforts are being made to harness the opportunities available in the sectors like Adventure Tourism, Caravan Tourism, Helicopter Tourism, Eco Tourism, Pilgrimage Tourism, Rural Tourism, Wellness Tourism, Agro Tourism, MICE Tourism, Heritage Tourism and Golf Tourism.
